Yes, within the EPA’s limit: under 10 square feet (about 3 by 3 feet), on a hard non-porous surface such as tile, glass or sealed wood, when you have already fixed the water source and nobody in the household has asthma or a weakened immune system. Wear an N95, gloves and eye protection, scrub with detergent and water, dry the area fully, and bag what you remove. Beyond that line, when the mold is on drywall, insulation or carpet pad, inside a wall or an HVAC system, or came from sewage or a flood, the job needs containment and HEPA equipment, because disturbing it without them spreads spores through the house.

Bleach on anything porous: it whitens the surface while the water in it feeds the roots in the drywall or wood, and the fumes are hazardous in a closed basement. Also avoid ammonia (never with bleach), ozone generators, air fresheners and “mold-resistant” paint over active growth, and do not spray water or any liquid onto dry, dusty growth, which sends spores airborne.
