The defining environmental feature of Westbard is the Willett Branch, a tributary of Little Falls Branch that runs through the neighborhood with approximately 70% of its length in concrete culverts. This channelization means the Branch cannot attenuate storm flows โ water moves through the drainage system at full speed, and during intense precipitation events, the culvert system can be overwhelmed, causing surface backflow and basement flooding in properties adjacent to the culvert alignment.
Montgomery County's completed Willett Branch Streamway Park restoration project (2020โ2024) has restored approximately 700 feet of the Branch to a natural channel configuration โ an improvement for long-term flood management, but construction dewatering during the project affected groundwater levels throughout the immediate area. Homes adjacent to the restoration corridor should be inspected for construction-related moisture intrusion.

Dewatering changes groundwater flow patterns throughout the surrounding aquifer, and when dewatering ends and water levels return to normal, some properties experience "rebound" groundwater conditions that differ from pre-construction baseline. Homes within 500 feet of the restoration corridor should have baseline moisture assessment done now, post-construction, so future issues can be attributed accurately. The restoration is a long-term benefit for flood management but near-term, it has reshaped local hydrology in ways homeowners can't observe directly.

Large redevelopment projects typically involve: excavation several stories deep (affecting local water table), placement of thousands of tons of impervious surface (changing stormwater runoff volumes), and modifications to subsurface utilities (changing flow paths).
